In early 2011, the KC2020 Task Force was created in a joint effort by the Ken-Caryl Ranch Master Association and Metropolitan District Boards (MA and MD), to conduct an information-gathering study and create a long-term strategic plan for the community.
The Task Force interviewed several community planning firms and unanimously decided to conduct a volunteer and staff-led study after considering the costs of a fully vendor-directed approach. While the internal approach takes longer, it is more cost-effective and provides more opportunity for a true community-based plan. To keep the effort unbiased and on track, the Task Force has used outside expertise by Cindy Christensen of Christensen Consulting to provide directional guidance to the Task Force. The next step was an independently validated community survey that will present alternatives with estimated timelines and costs for the community to evaluate.
In August of 2012 the firm of RRC Associates was hired to conduct a Community Survey. Working with community volunteers the survey was distributed to every home on Ken-Caryl Ranch. A total of 4,146 surveys were mailed in October and 1,963 were returned for a response rate of 48 percent. An Executive Summary was presented to the Community on November 28, 2012.
The MA and MD Boards apppointed a Community Planning Committee to assume responsibility from the KC2020 Task Force for developing a long-range Community Master Plan, monitoring the implementation of the Plan and ensuring regular updates at leaset annually. The KC2020 Task Force, was then dissolved as of December 31, 2012.
